[PyCUDA] Windows installation instructions have been deleted from the wiki

The instructions to build and install PyCUDA on Windows have been removed
from the wiki. There was a very detailed set of instructions that I had
previously used to successfully install. Can these still be found
somewhere? Is there a way to restore them to the wiki?

I try to catch vandalism of this nature and undo it right away,
but this seems to have slipped through the cracks. Sorry about that, it
should be back up.
